Colleen Parent Beall's extensive
experience and professionalism assures her clients the highest level of service.
Colleen has been a licensed Real Estate Broker since 1994. During that time she
has consistently been one of the top ten agents in sales in the company. Her
competence, diligence, confidentiality and hard work have earned her a
widespread referral base. While she has a reputation for representing luxury
estate sales, she also handles sales of land, trustee sales, bankruptcy sales,
probate estate sales, and sales of condominiums.
Colleen's background includes
practicing law. She graduated from University of Southern California Law Center
in 1982. She practiced real estate and land use law with the local firm of Hatch
& Parent until 1988 and then practiced with the Santa Barbara County Counsel's
Office until 1994. Her duties in that capacity included advising the Board of
Supervisors and the Planning Commission on land use matters as well as
representing the affordable housing program, and acting as legal advisor to the
Local Agency Formation Commission (LAFCO) and the Beach Erosion Area
Conservation (BEACON)—a multi-jurisdictional agency formed to find unique
solutions to beach erosion. Colleen also handled complex real estate
transactions both in private practice and public.
After leaving the County
Counsel's office, Colleen was appointed to the Santa Barbara County Planning
Commission, which she served until 2001. Colleen represented the First
Supervisorial District, which includes Carpinteria, Montecito, and most of Santa
Barbara. She acted as Chair during the Toro Canyon Plan adoption, and numerous
other controversial projects.
Colleen is a third generation
Santa Barbara native attending Marymount School for grammar and junior high and
San Marcos High School. Her husband, William Beall is an attorney with his own
practice, Beall & Burkhardt.
Will and
Colleen have two children, Nicole (Emory University, '09) and Ryan (Dos Pueblos
High School, '08). They are very involved with their children's athletic
schedules, which include soccer, basketball, skiing and volleyball.
Colleen has extensive community
service involvement. She is currently a member of the Board of Directors of
Marymount School, on the board of the Gaviota Coast Conservancy, and is a past
member of the Naples Coalition, and the National Charity League. She is the
recipient of the Distinguished Alumni Award from Marymount School in 1999. She
is a past member of the Santa Barbara Museum of Art Planned Giving Committee, a
member and Chair of the Santa Barbara County Commission for Women, Marymount
School subcommittees, a member of the Santa County Bar Association Board of
Directors, and the Samarkand Improvement District Association, among other
boards.
Colleen's extensive background
has given her an unusually high level of familiarity with the Santa Barbara
area, well attuned to land use changes that can influence property values. She
prides herself on her negotiating skills and her ability to avoid potential
pitfalls by careful preparation.
